Sunapee Conservation Commission Meeting minutes December 2, 2009
Present: Van Webb, Robert Hill, Tim Fleury, Bruce Burdett, Roger Whitaker, Lela Emery
Guests: Bob Bell and Beth

Van gave a review of the land visit from the previous week. At this point Mr. Bell is going to have his appraiser do a report on the Gore Lot and the parcels that he is offering for the swap. Mr. Bell will follow up with the SCC if he would like to move forward with discussion of a possible swap of the 15 acres and the 3 acres for the Gore Lot. SCC will have an independent appraiser do an evaluation of the parcels as due diligence to the Town. The basis of the swap is value for value. Van asked Bob Bell about resolution on the DES complaint regarding the two culverts on the Old State Highway section. Mr. Bell replied that he was visited by the DES representative along with Charlie Hirshberg. Charlie is submitting the after the fact wetlands crossing, but that the SCC would not be getting a letter from the state indicating any of the outcome from the meeting with Mr. Bell.

Beth McGuinn was present to report the findings of her research on Ledge Pond. Research was to resolve the claim of a right of way to the Dasher Land locked parcel. The other piece was to determine if the trail to ledge pond crosses private property or not. The new pin placed by the surveyor is in the correct location as described by deeds referencing the big rock. The research is  inconclusive.

SCC members will review warrant article wording for having conservation easements placed on the Ledge Pond lots at the January Meeting. Beth McGuinn will send Lela the Tax Map and Lot numbers to Lela via email to reference the property and parcels. Beth McGuinn will bill us for the hours thus far on her research.

DES Minimum Impact Expedited Application for Robert and Katrina Hill. Repair sill in boat house. Tax map/lot 140, 8. Action Required, SCC signature completed by Rem Mastin.

DES Shoreline Impact Approval notice for Robert Needham, 21 Scotts Cove Rd, Sunapee Tax map 120/8. SCC no action required.

Master Plan meeting – The future land use map has been adopted. The map references many aspects of parcels throughout the town. The color will be adjusted on the final version. Public hearing in January.

DES request for more information for Micheal Jesanis 8 Old Norcross Rd, Sunapee, Tax map 126/24. SCC no action required.

Field Stone Hills Road being built by Sugar River Savings Bank. The parcel that was proposed in the original plan before the bankruptcy was recorded and the Town will take ownership of it next summer. This parcel abuts the Webb/Flint parcel and now provides access to a land locked parcel. SCC commission will start creating a long term plan for the parcels.

DES approval notice received for John and Nancy Cross, Winn Hill Road, Sunapee Tax map/Lot 132/42. SCC no action required.

DES wetlands bureau complaint for Christopher Harrington, 61 Rt 11, Sunapee, regarding a garage being built within 250 feet of public waters. SCC no action required.

Van Webb presented the SCC budget level funded. No feed back.
